Suggestion
A One Water Study for the Comprehensive Master Plan is essential. This would include detailed maps showing the alignment of the planned wastewater outfall pipeline for the City of Blanco. The planned route and connection points would be instrumental in reuse planning for future development, as well as an access point for current landowners to utilize for farm/ranch irrigation.
A One Water Study could also include simple outlines for water conservation strategies such as tax/rebate incentives for residents and businesses who implement on-site reuse, rainwater collection, stormwater capture and infiltration, as well as alternative, decentralized supply for emergencies.
The city of Wimberley includes both a One Water Study and Development Governance to compliment their Comprehensive Master Plan at langfordplanning.com/wimberley-rcp. This is a good starting point.
